The Biden administration on Wednesday increased restrictions on the export of certain technologies to Russia and Belarus, saying the actions would reduce its ability to conduct a military campaign against Ukraine.
The new controls will prevent American companies from exporting certain sensitive items that will support the defense, aerospace and shipping industries in Belarus, which the administration says is helping Russia invade Ukraine. This move will extend to Belarus same restrictions The ministry said that the United States attacked Russia on February 24 and prevented items such as technology and software from being forwarded to restricted sectors in Russia via Belarus.
Companies around the world that use American software or technology to manufacture their products will also be banned from shipping certain sensitive products to Belarus, while Belarusian military establishments will face even tougher restrictions on the global goods they can purchase.
The Ministry of Commerce also said it would take action to stop the flow of important technologies to Russian oil refineries, which provide an important source of revenue for the Russian military. The Biden administration has previously refrained from imposing certain financial sanctions on the Russian oil and gas industries to protect the global energy supply and avoid fueling inflation. But the administration said the measure will come into effect over time, gradually reducing Russia’s status as an energy supplier without harming American consumers.
Some companies and institutions that support the Russian or Belarusian military will also be added to a blacklist that imposes restrictions on their purchase of American products.
Commerce Minister Gina M. Raimondo said that the resolve of the Ukrainian people “galvanized a robust international response”.
“The Department of Commerce will continue to lead strong and coordinated actions with our global allies and partners to apply maximum pressure on Russia, Russia’s enabler Belarus, and any other party that may want to support them,” he said.
