WASHINGTON — President Biden is expected to announce on Friday that he will use his executive power to reinstate the extensive environmental protection of three major national monuments destroyed by former President Donald J. Trump, according to a person familiar with the matter.

Mr. Biden will restore and slightly expand the original 1.3 million-acre boundaries of the land. It will also restore the Atlantic Ocean’s first marine monument, the Northeast Canyons and Sea Mountains, a vast sea canyon, and guards that include underwater mountains off the New England coast.

On his first day in office, Mr Biden ordered a review of the removal of protections for monuments to “determine whether restoration of monument boundaries and conditions would be appropriate”.

In June, interior minister Deb Haaland sent a report to Mr. Biden recommending that the monuments restore their original boundaries.

Bears Ears got its name from a pair of high hills that dominate most of southeast Utah’s land, and this is where ancient Native cliff dwellings and sacred cemeteries are located. It is the ancestral homeland of five tribal nations: the Navajo Nation, the Hopi Tribe, the Ute Indian Tribe, the Mount Ute Ute Tribe, and the Pueblo of the Zuni.

Ms. Haaland, the nation’s first Native American cabinet secretary, is a member of the Laguna Pueblo. He now heads the federal agency that has played a central role in the coast-to-coast displacement and abuse of Indigenous communities for much of the nation’s history and has made Native American issues a top priority.
